I don't think this is a ulimit problem. What are the symptoms / errors you see?
Yes, it works, but only for the current shell session, and only for root (a regular user can not set ulimit). So I ended up whenever I want to burn DVD to start a terminal, su and set ulimit and then from there to run k3b, which is annoying at least.
If you have the ulimit package installed, in /etc/sysconfig/ulimit.
