EPEL's implementation of KDE is one of the cleanest out there. Way better than most of the "official" versions.
If you just want an RPM-based distro with KDE, why not Fedora?
Fedora's a moving target. Not my thing.
If you want a more stable, non-Red Hat bleeding-edge distro that has KDE, then any of the Mandriva remixes will give you that: OpenMandriva or Mageia.
