So I'm still suspecting something about the drivers (firmware) in your wifi chipset, and I would look for messages (journalctl) pertaining to loading of wifi firmware. If you happened to have another usb-wifi dongle hanging around, I'd be tempted to try plugging in that as a test. Question: What does a tls handshake look like in a browser?
