cat /etc/sshd.config .... [optional_subsection] "reserved_dictionary_word"=unknown ... The optional sections, and reserved dictionary are a unique and new language -- they aren't Shell, but a whole bunch of new options to learn and configure. They are not as standard as unix shell core utils, They are not POSIX (which is often annoying, so I'm not crying, but it was _a_ lowest common denominator!), it's not any known language, it's not portable, ... and it's not any where near as flexible as a shell script.
What's the point of this? Are you going to damn the XML coded config files as well? What about the config files firefox uses? What about JSON files? Sorry, I don't buy into this, Linda. You're throwing out red herrings. You might as well complain about X and the config files it uses or the KDM/XDM config files. All those aren't shell scripts and "aren't portable" in that they are specific to the application. Big Deal.
