This simply isn't true! It has bugs, yes, but saying it is crippled is exaggerating it.
Well, it can not even compile the suse kernel (2.4.20), it produces unresolved symbols (full details on another thread). I had to downgrade to the prerelease included on the CD. :-/
If it doesn't pass that test, I can not use it, which is almost the same as saying "useless".
I believe the problem with the 2.4.20 kernel is that it has coded strings that don't follow the new standards. These were fixed in 2.4.21. I don't consider that a bug.
