Yes you can. Operating systems such as Linux, Windows, Mac etc. can run dual stack, which means you can access both IPv4 and IPv6 sites.
I doubt it. I can not reach my own local printer, which I know supports v6. If that doesn't work, even less the outside. Access my local machines without NAT? I prefer not to.
