No. If you do need flash, get it from packman. And this one is dangerous because it is barely maintained and has known problems. Eventually it will disappear.

Only if they were made with flash, and you had flash installed.
In previous times there was also this non-oss DVD. Is this still a possibility on SuSE Tumbleweed?
Certainly, it is non-oss repository. But it will not contain patented codecs, same issue as oss repo. It is hosted/provided by SUSE servers.
