Confirmed,

  Adding the following to ~/.thunderbird/<profile>.default/chrome/userChrome.css
will remove all the overlay garbage for the folder-pane in thunderbird 24:

/*
 * Fix screwed up folderpane in tbird
 */
#folderTree, #listPaneBox {
background-image: none !important;
}
