What I have seen lost is history and various and undetermined times. But I maintain backup and merely replace the missing ~/.history and drive on. I would file a bug but it doesn't happen predictably to permit providing reputability.

Yes. But, if there are multiple completions available, nothing is offered (a condition I had not tested).
Re-reading this maks my head spin. I set similar conditions you explained and do get "singly available" filename completions but if there is more than one possible completion, I get nothing.
I believe you should file a bug report. I believe at least the expected and experienced operation is not as before.
note: I also see that entering "bash" on the cl and aliases work in the sub-shell, but returning to the original shell and entering "sh" does not provide access to aliases. That was unexpected, with sh="/usr/bin/bash".
