In all seriousness, I think I have seen a KDE program which does this, but since I'm still running 6.1, I don't have a copy so I can't tell you what it's called. I'm pretty sure I've seen one though.
yast can set mount points, but vfat file systems are mounted read-only to users other than root.
You need to change the umask to 007, and the gid to 100 (or whatever the gid for your 'users' group is.
