No, that one is expected. That directory gets "dr-x------" permissions, and 'root' can not look inside. Many tools (even systemd) have not been told not to try look inside it.
I found another interesting item:
cer@Telcontar:/run/user/1000> l /run/user/1000 | \ grep icedteaplugin-cer | wc -l 1458 cer@Telcontar:/run/user/1000>
That is, "icedteaplugin" produced no less than 1458 (empty) directories in there!
And all are dated Jun 15 (my current uptime is 29 days).
