I think the reason is that wvdial will automatically adjust from a "scripted login" to a pap or chap login , depending on what your isp requires. Most people stumble along trying to get conventional scripted logins going, when their isp's require pap.
They call it "heuristics" in their docs, sort of "automatic decision-making".
