Actually, use yast to modify the 'login.defs' ( security settings ? ) file to allow for passwords of extended length.

I just checked and I can create usernames longer than 8 characters. I do remember having to add some package to get passwords longer than 8 characters. A check of installed packages shows PAM as the most likely one. Try installing and configuring PAM.
