I'm not trying to sell Partition Magic, but I have found that it does a reasonably good job in resizing partitions (both Windows and most Linux). However, only version 7.0 supports Windows XP NTFS. I've been using Partition Magic at our Boston Linux installfests. I've found it to be the most useful stand-alone partitioning tool, but it is expensive. Since most of the partitipants bring in their PCs with Windows pre-installed, our choice of tools is a bit limited.
