I would recommend checking your apache.conf file. Check that the directory where the scripts are is allowed to run them (just use the default cgi-bin directory configuration in apache.conf as reference). Second, check that perl exists and that it is in the location that the scripts are pointing to. Also, check that the files do not have those annoying dos encoding characters at the end of each line (using an editor like vi, joe, just do not use pico for that) they appear as ^M as I recall (that usually happens when you move files from a windows machine to your linux box).
