For Leap 42.3 there should be absolutely zero negative impact removing those packages - they accomplish nothing practical, just make it easier for SUSE to use & contribute to the codebase when there are less differences between SLE and openSUSE.
For Leap 15.0 those packages will be useful for those Leap users who wish to use SUSE's new supported in-place migration path from Leap 15 to SLE 15
If you have no intention of migrating from Leap to SLE, then there is also no problem removing those packages from a Leap 15 machine
