rpm -qa |grep plasma5-workspace If you have it you need to use systemsettings5
Do you mean the main menu item with a wheel icon Sytem Settings? Is there a separate item where we can choose our own tooltip colours?
Probably, I run Tw and don't know what shows on 13.2 menu. Personally, I would use the control-line. But, you do have a system in front of you.
