I haven't seen any of these problems first hand, so I can't say for certain what's going on, but I know for example that my DNS will respond to an ipv6 query with a No Record, which immediately causes an IPv4 query. I can only guess that the systems which see this problem have DNS servers that don't understand IPv6 at all, and won't answer it. These clients will then have to wait for a network timeout But like I said, it's just a guess.
