It says that you can post problems here, so isn't this the address of the administrator?
It actually says: "https://progress.opensuse.org/projects/opensuse-admin/issues is our ticket system - you can create issues there directly after logging in, or by sending an email to admin@opensuse.org." Which I think is self-explanatory, no? If not you'll need to explain more clearly what it is you don't understand. FWIW, drankinatty's email generated the first issue listed at the site, I believe.
