Possibly, because pppd can receive a list of DNS servers as part of the
link negotiation, and your favorite distribution has included in the ip-up
script a routine to plug those into /etc/resolv.conf, after backing up the
original.
  I've found that sometimes the link comes down a little less than
'cleanly', and the corresponding ip-down script doesn't get executed, so
you're left with no resolv.conf at all.
