I found the very same question on kde forum: Frequently used applications over recently used, kmenu setti https://forum.kde.org/viewtopic.php?f=66&t=118656 According to it it is not possible (at least was not eight months ago) in KDE 4 to have most frequently used applications at the top part of the menu list. One of the answers says: "Unfortunately due to the way the system has bee designed it is not possible to switch it to storing frequently used applications instead of recently used ones." This was a one click checkmark setting in KDE3, very easy to change. No doubt KDE4 _shines_.
