Likely, but this IMHO would be still a bug..
That bug would be in whatever it is that deletes /dev/null. The umask is irrelevant. With a default umask, the permissions on /dev/null would be 644, which wouldn't exactly help any /dev/null simply shouldn't be deleted and recreated.
