If you have the hardware clock set to GMT (and told yast about it), it will change automagically between summer and winter time, because this is done without changing the hardware clock. Otherwise, this is not automatic, and should not be automatic! After all, what would happen to your clock if you had several different operating systems installed on the computer? How should they know which of them had the rights to update the hardware clock? If all of them just set the clock one hour forward, you might suddenly be 5 hours ahead of the rest of your timezone.
