Because this is the most safe default in general case. Many people use multiboot and there is only one MBR so only one OS can have bootloader in MBR. At which point it is much easier to have consistent installation where every OS has bootloader in its own partition.

Correct. Bootinfoscript is not of much use on UEFI and so far this is the first time I see someone using legacy BIOS boot with NVMe.
