Basically I have an Engenius EUB 9603H usb connected wireless device I am trying to make work on a dell dimension 4400 with 512mb memory and a 2 gig Intel processor.
I tested the hardware with the existing OS XP which I intend to replace. I was able to make the wireless work and download 13.1.

Yes I used the back ports which must have been the 2.0 the front ports are a pain to get to.
What is it makes you think you have any 2.0 USB ports? According to http://lists.opensuse.org/opensuse/2014-03/msg00375.html and everything I've been able to find about a Dimension 4400[1] you don't have anything except 1.1.
