Is it possible to change 15.6 back to use the previous /run/user/1000 location, and if so how? Or am I going to have to change all my scripts and rebuild software that depended on the old location?
Inside X11 session your programs are supposed to use $XAUTHORITY. Outside of X11 session this should not be used at all. If you explain why you need to know this location, someone may be able to suggest an alternative way of doing it.
