[SLE] ftpusers to prevent anonymous ftp'ing

Hi, I add the following entries to /etc/ftpusers anonymous guest guests hoping that it would prevent anonymous ftp'ing, but to no avail... and I did restart inetd. Additionally, I am using in.ftpd (as opposed to proftpd or wu.ftpd). man ftpusers suggests that what I did is enough, but... What am I missing... rebuilting a database?
