That probably means that you are hitting some type of concluding check criteria prior to reaching the smtpd_client_restrictions list. What are the relevant parts of postconf -n? [...]
And for some *completely* unknown and unexpected reason, rbl's are now working again since 10:48pm local. I have not changed anything in the last several hours that would affect this.
