The pop-up window asking for the root password started appearing after I enabled "All users may connect". There was never any problem with the wifi access other than it slow to connect. I'll disable "All users may connect", it didn't do any good.

If the connection is defined so that all users can use it, then it needs root's password. Otherwise, the connection is not available till the user logs in.
