At this point, /etc/adjtime _did_ exist. Then I deleted it, and rebooted, same message.
I think that init-script needs a closer look.
Check if that file contains the utc or local line. If it doesn't, you have to recreate the file with --localtime: "hwclock --systohc --localtime".
