[opensuse] Can't send mail to any server: "Socket Operation timed out"

That's been happening since this morning. Incoming mail and the web are accessible. Hits for this error message, when they are about email, seem to want to blame the server, but this is happening with three different servers, and another machine has not problem with the same servers. I have not found anything helpful by way of troubleshooting, and have no idea how to seek the source of the problem.
