This isn't really true. A "WinModem" is basically a glorified sound card so it can do anything provided you have the software to generate the appropriate sound data for it, but there are hardware modems that can handle voice traffic as well. They are normally labelled "voice modems", and not all of them are winmodems. Way back when I still had a modem, I had it set up as an answering machine for regular analog voice calls.
