You can if you use one of the dynamic DNS services, such as dynip.com, and ddns.com. In the case of dynip.com, they have a client that monitors your connection, and keeps the DNS updated with your IP address. If you drop off, the DNS substitutes another IP address that says you are unavailable.
I am aware of these workarounds, but they are just that: a workaround. Admittedly, I haven't set up a server like this, but I'm leary.
