Manually changing the links OTOH is not a good idea. The next time chkconfig is invoked, it *will* change the links back to whatever it deems correct.
It's not chkconfig that changes it but rather insserv. Chkconfig is mostly just a wrapper to make it easier for folks used to RedHat. And insserv is SuSE's implementation of an LSB conforming init script handler.
