This guy http://blog.sendapatch.se/2011/may/rtnetlink-complaining-about-no-buffer-spa... claims that dhcpcd is doing the dirty work. If that is the case and it is broken, 12.2 should use dhclient (not dhcpcd) for IPv4 when selecting ifup/ifdown (through YaST).
