Tiling support has been merged for KDE SC 4.5, so when that is released you might want to upgrade from a repository. What you refer to from KDE3 would be probably 'qdbus org.kde.kwin /KWin unclutterDesktop', but that's not tiling, that just positions windows in order to overlap as little as possible.
