No from the problem I had. The pre load speeds things up but another must be loaded when one is run. Makes sense as it speeds ever konq open up. There must be a problem with saving settings. It had me tearing my hair out and the kde mail list was no help. Once in that state I can't be too sure what I did but it was very much on the lines I have suggested and it worked. Having multiple konq windows open definitely was a problem. That's my clearest memory. I had this experience on 9.3 and would have hoped that things have changed by now.
I just disabled the pre-load thingy, logged out & in, but the konqueror behaviour hasn't changed.
You could try the pure kde mailing list at kde.org.
I posted my original message to the opensuse-kde list, but switched to the vanilla opensuse list, because...

...as well ;) Some one explained to me a long long time ago that the best flavour of linux is the vanilla one but one has to build up from that from scratch. Once there you are free. I've resisted the temptation. Another explained that it's best done starting from a simple distro.
There is some on about on the kde kde.org list at the moment that can often answers questions like yours. Seems nobody on here can answer mine. All suse things too John
