Yes. NetworkManager is the core libraries and system service, DE independent. NetworkManager-gnome, NetworkManager-kde, plasmoid-networkmanagement, cnetworkmanager (console networkmanager) are only frontends. They communicate with the backend via dbus. That's why when you encounter a network management issue one of the things to isolate is whether it is a frontend or backend issue, by trying a different frontend.
