My experience suggests you can't count on CD-RWs for long-term backups...like more than a few years. CD-Rs seem to hold up pretty well as long as you don't expose them to direct sunlight.
Then again, there's no point in using CD-RW for long term storage. As you mention, CD-R would be better for that. However, if you're looking for a "recover from crash" type backup then CD-RW should be fine, provided you always verify the backup. No matter what medium you use, if it's important verify and even make multiple back ups.
