For some definitions of 'efficient'. Particularly those concerned with opening of files and creating of files, particularity large number of files in the same directory and hence indirect blocks with some file system models.
It is the typical behaviour :-)
I seem to recall that while ReiserFS (and BtrFS) is good about stuffing small files in various places it isn't so good at creating large numbers of files rapidly, as might be the case when fetchmail/smtp wakes up and delivers many messages to your INBOX.
