If you know what package the RPM is coming out of you might see if there is another maintainer you could appeal to. If it is nagios-plugins, There is another bugowner <https://build.opensuse.org/package/users/server:monitoring/nagios-plugins> you could try to contact. Also, you could consider branching the devel package to your home project, then issuing a SR back to it with the fix you think is right. The SR process is how patches get incorporated in the devel versions. You don't need a bugzilla per se to issue a SR to a devel project. You do to issue a MR (maintenance request) to a released repo like 13.1.
