It is some sort of composite file containing data, program code and image[s]. Check out "mkbootmsg" which is part of the "gfxboot" pkg. It's usage is [very briefly] described in /usr/share/doc/packages/gfxboot/README which is part of the abovementioned pkg. The "gfxboot-devel" pkg will probably also come in handy here.
