The problem is automatically selecting an access point. Suggesting a manual restart of NM does not seem like a solution to an automatic selection problem.
Isn't this about BSSID rather than (E)SSID? You want to pick the "basic service set" with the strongest signal out of the "extended service set available, right? In other words, there are multiple radios for the same network, and you want to pick the strongest. Otherwise I don't understand. Maybe you just want the strongest SSID.
