Obviously there can be no key assigned to a mail list, nor to many of the possible destinations. It is absurd to try to use the destination in order to choose an encryption key for drafts.
Ive seen this too... It should not be trying to do that when the target email address has no key. In Tbird, select Account, then View Settings for account, and you will see a new setting in newer tbird versions labled Openpgp Security. There is a check box there to turn off encryption of drafts.
