Once a desktop icon has been positioned, it shouldn't ever move, unless the users specifically moves it.
I think this is usually a function of the desktop or window manager. I run 42.1/LXDE/openbox and if I right-click on a desktop icon I have a checkbox option to "stick to current position" which does exactly what it says.
