last changelog inside these rpm is from may 2020 (may twenty twenty) and i fail to find any of these icu stuff being announced on the updates list mailings archive?
i wonder how i can trust such packages?
The icu packages were part of the LibreOffice update set.
You are right, there was actually no source diff in this release, I think it might have been needed only for rebuild or some other reason.
But nothing specifically to worry about.

Only thing I've seen icu pulled into is harfbuzz-icu which I think is used with php in some form or fashion. It almost never changes -- but when it does, you have to recompile php to update the library dependencies... -- David C. Rankin, J.D.,P.E.
