It's only recently that I didn't have privacy addresses. I don't recall setting them on earlier versions. In fact, when I first started running IPv6 8.5 years ago, I was wondering why I had them.
ISTR - in the beginning, ipv6 privacy addressses were off by default. Then it was made the default, good for privacy. (may be related to a Heise c't article from 2011). I think it was then reverted to no privacy, and I'm 95% certain it was NFS related. Or some other service that expects an address not to change.
