if mod_mime is not in the resulting list, or you have a wrong TypesConfig setting in the configuration then it will not work. if you want even better detection mod_mime_magic may also be loaded.
Not only will the TypesConfig not work, apache would refuse start due to an invalid config if mod_mime isn't loaded and the TypesConfig directives present in the config. try apache2ctl configtest and see. It is in the list, as is mod_mime_magic.
Here's how to test this...
Install 13.2 on a VM (you pick the tech, I've done this now with several). Make sure Apache2, PHP and MariaDB/MySQL are installed
unpack wordpress in /srv/www move the existing htdocs to the side move /srv/www/wordpress to /srv/www/htdocs
point the browser to the base url of your newly installed system
run the installer. It only takes a few minutes. Observe the default site installed has NO css. Open the browser dev console and you can see the css is being served as text/html, not text/css
Now, with that done, check the bug tracker. Find the bug I opened and fix it... or wait long enough and I'll unravel your garbage build and fix it myself, in my copious spare time. starting with the src rpm, I removed all of the systemd patches by commenting out all references to them and rebuilt the rpms. Removed the stock rpms, configurations etc and installed my newly built rpms.
