Maybe if you're able to explain why you must have voice... is it for accessibility (eg for someone who needs text-to-speech to work with their computer)? Just to have a cool login screen? So, basically you WANT to have a cool greeting from your computer. I think you can add a script running "echo "Wellcome $USER"| festival --tts " on the .kde4/Autostart directory in the case you use KDE4. Gnome must have something similar... You'll have to replace the ugly default voice though....
