I have recently installed SuSE 6.2 and the Proftpd 1.2.0pre3 that came on the CDs.... But I am not able to upload files on my computers from other machines.... even though I can download as many files as I want, or telnet into my computer and delete files...create directories....

You can find proFTP at www.proftpd.org. The archive file is tar.gz and easy to install. You should uninstall the former version of proFTP with YaST before going any further with that...
As I wrote earlier today in this list, by upgrading to a new version of profTP, I have been exposed to security bugs, even if AFAIK some bugs had been fixed from the earlier versions...
The advice I then received from more experimented users of it was to simply not using proFTP. Instead, you should use SSH or wuftp or simply use in.ftpd (which I actually do).
As far as I am concerned, using in.ftpd as FTP service paired with a good configuration of /etc/hosts.allow or /etc/hosts.deny should be OK for basic activities on your system and would give you a good level of security.
I hope I'll be corrected if I am wrong, but those are the advices I have received and it seems to be OK.
